Challenges of implementing open source HIS.

Bhutan government has tried implementing proprietary based HIS 5 years back. The project didn't sustain and they wanted now to try and implement and HIS system based on an open source platform. The challenges faced by other countries were discussed.
For an open source HIS there is no complete package. Each and every country customize one platform to build their own package and customize according to the needs of the country.
It need to go through a procurement process to check whether it fits the purpose. The quality also need to be checked.
The next challenge is implementation, which takes 80% of time.
Another challenge which was identified is the resistance for change.
